Turnout in European Parliamentary elections is low. National perceptions of what the European Parliament is, and should become, vary. In some traditions, it would be important for a future European Executive to emerge from the Parliament; for others, such a development would fatally undermine the rights of member states.Members of the European Parliament (MEPs) themselves appear to be frustrated: despite the incremental growth of the formal competences of the Parliament over the years, their status is lower than that of national MPs, and the reputation of the Parliament as an institution uncertain."Choice and Representation in the European Union" analyses the strategies of the political parties and functionaries in the European Parliament, and makes proposals for enhancing the turn-out elections.
